Abstract:

government formation is one of the manifestations of civilization so that one of the important issues in government is the importance of public opinions and consultation with people . it is impossible to consult with the people of one of the important actions , but as a part of the journey of the prophet of god ( peace be upon him ) , but it is one of the topics of discussion and disagreement among historians , commentators and theologians as the strategy or tactics of these consultations which have made the main issue of this research will be important and practical results for different ages of culture , civilization and governance . the issue of the endeavor is analytical and based on interpretive and historical documents . it seems that the prophet of god ( pbuh ) appears in two realms of political and military . ~~~ each of these realms is based on customary affairs so that there is no doubt that the prophet of god ( peace be upon him ) and consequently , people distinguish between constructive and divine matters which have religious orders about them
