Urbanism and strategies for improving the functional and habitat capacity of urban exhausted tissues, Case study of worn out tissue of Semnan city
Urban neighborhoods are one of the important and effective elements of urban social life. In the past, the role and function of neighborhoods has made the inhabitants have more social connections than they are today. In the various theories and approaches related to the development of new locations, the importance of community participation has been emphasized in the form of process oriented and interactive-oriented planning patterns. Meanwhile, local community planning emphasizes on empowerment, increasing social capital and community participation in local communities using a low-up view. Neighborhood planning in urban planning aims to bring together different groups of stakeholders or stakeholders and to address their needs and wishes in the preparation of plans and programs. This approach is still pursued in contemporary ideas. Neo-Shahrism's approach rests on the traditional values of cities. Its principles emphasize the return to the traditional Mahallat architecture, and seems to be able to provide effective solutions to the rehabilitation of old and declining urban texture, given the new social capacities. In this regard, the present paper tries to pursue the promotion of performance and increase the efficiency of neighborhoods using the neo-heuristic approach and emphasis on maintaining and restoring neighborhood values. In this paper, we use qualitative research method and data analysis and evaluation using SWOT technique. It seems that the old and worn tissues are not properly thought out, and this is the beginning of all the issues and current problems of our country and our city in the field of urban structure and urbanization. As a result, the necessity of achieving independent management and the urban unit is proposed in order to coordinate and link between the stakeholders in the urban arena and all executive agencies in order to establish coordination and linkages among the stakeholders in the urban arena and all executive agencies.
