A Comparative Study of Civil Liability, Attention and Governance Measures of the Governments of Iran and New Zealand in Controlling the Covid-19 Pandemic
The arrival of Covid-19 in the world was officially revealed on February 19, 2019, at the same time due to the spread of this pandemic, the infection of millions, the need for Practical research and answering various questions to control this disease, Researchers in different countries have also started their work. So the purpose of this research, is a comparative study of the level of attention, performance of the government actions of the governments of Iran and New Zealand and the civil responsibilities of these governments against Covid-19.This qualitative study is a library research and the method of reasoning, comparison and logical analysis has been used and the views of jurists legal doctors and legal materials were examined. The result of this study shows that according to the principles of civil liability, jurisprudential rules and the two domains of contractual and non-contractual responsibility governments can be held responsible. The New Zealand government has also acted faster more programmatically and with greater sense of responsibility in managing, preventing, and governing action against the Covid-19 pandemic. Regarding compensation, Iran and New Zealand, considering that they are the highest executive body of the country and have the necessary facilities and funds, took the necessary measures to prevent and control this virus
