The Attributes of Good Governance in the System of Ommat (Community) and Imāmat (Leadership)

The purpose of the present study is to review the attributes of good governance in the System of Ommat (Community) and Imāmat (Leadership) from the view of Shahid Beheshti. The method of study is descriptive-analytic and the results indicate that good political system in Beheshti's view is based on the theory of Ommat-Imāmat so that there is a mutual relation between people and Imām and it is defined with the originality of the citizens' initial will. These two concepts have a bilateral relation and continue a developmental coexistence and finally, the model of good governance is created. In fact, the theory of Ommat-Imāmat is the basic foundation for the analysis of Dr. Beheshti's governance components which is regarded favorable due to admission of humans' innate rights such equality, freedom, and the rule of law as the most important attributes of governance. Therefore, it is so important and necessary to shed light on this model in the idea of Āyatollāh Beheshti: Firstly, it has a direct effect on the legitimacy and efficiency of the Islamic government and secondly, it is a favorable and effective method to expand and advertise the government model of the Islamic Republic because in the present time, models free of these attributes do not have much influence on the publicity of Islam.
