Abstract:

This research was conducted with the aim of evaluating the realization of the government's responsibility towards the welfare of the citizens, emphasizing the right to housing in the border areas of the country. The research method of the current study is descriptive-analytical, survey-type, and practical in terms of purpose. The method of collecting information is library and documents, library methods, documents, scientific databases on the Internet and data of population and housing census 2015 were used. In this research, in order to analyze the level of realizability of housing in the border provinces, TOPSIS fuzzy analysis model was used, and ARCGIS geographic information system software was used to draw the levels required for housing development in Herastan. The border provinces of the country include 16 provinces. The population of the border provinces is 3,658,3838 people, which includes 48.64% of the country's population, and the area of the border provinces is 651,319 square kilometers. The results of ranking the options with the fuzzy TOPSIS technique indicate It is that the option of durable materials has the smallest distance to the positive ideal and the highest effective weight compared to other options on the feasibility of housing in the border areas of the country. Based on the calculated weights of fuzzy TOPSIS model, the map of the required criteria was prepared and entered into ARCGIS software, and after combining the layers using the "reverse focal" method, the priority of providing housing in Harastan in order to improve the welfare of citizens living in these areas has been determined. The results of this integrated technique (TAPSIS-JAS) using the "reverse focal" method show that the provinces of Sistan and Baluchistan, Bushehr, and Hormozgan have the lowest score (the best rank) and the provinces of Mazandaran, Gilan, and East Azerbaijan. have obtained the most points (the lowest rank). Due to increasing housing prices and increasing demand, housing supply policies should be optimized according to population growth in identified areas.
