Identifying and prioritizing the causal conditions for the development of human resources in the strategic navy of the Islamic Republic of Iran with an interpretive structural approach
The purpose of the current research is to identify and prioritize the causal conditions of human resource development in the Navy with an interpretative structural approach.
In this research, in the first step, categories and components related to the research topic were identified and coded using the opinions of experts. The validity and reliability of the research was confirmed by the participants based on reliability, transferability, and generalizability based on the fact that the research was collaborative. In the next step, using an analytical methodology under the title of structural-interpretive modeling, the relationships between the conditions of the causes and their leveling were analyzed in an integrated manner. Using this technique and questionnaire (self-interaction matrix), strategies were classified in 3 levels.
Based on the results of the research, the most effective causes in realizing the development of human resources in the Navy in the causal conditions of the development of human resources were determined by three criteria of structural, cultural and extra-organizational elements. And based on MICMAC analysis, the variables were classified according to the degree of influence and dependence taken from the opinion of experts.
The results of database theory and structural interpretation show the impact of 7 items in the development of human resources, which include structural elements, cultural elements, extra-organizational elements, organizational leadership, organizational control, organizational effectiveness, and organizational productivity. Structural, cultural and extra-organizational elements according to ISM's interpretive structural analysis and MICMAC's systemic analysis are the most effective among the strategies counted. On the other hand, the effectiveness and efficiency of the organization are the most influential. Therefore, in order to achieve better results in the development of human resources, it is necessary to pay special attention to structural, cultural and extra-organizational elements.
