A Policing Management Model Based on the Statement Policies of the I.R. Revolution Second Step
In order to institutionalize the policies of the statement of the second step of the Islamic revolution and to design a management model based on the key points of the said statement, as well as to pay attention to the fact that all government organizations and institutions derive their legitimacy from the Supreme Leader and they also issue general policies, the present study It was carried out with the aim of "designing a disciplinary management model based on the policies of the second step".
The current research was an exploratory mixed method study. In the qualitative part of the research, the documentary method and thematic analysis were carried out, and after performing the open and axial coding, the final components were extracted and the matrix of the equations of the interpretive structure was formed for the design of the studied model.
The statement policies of the second step were identified in the form of 105 concepts and 11 final components, which were designed by forming the equation matrix of the interpretive structure of the model in five levels.
According to the findings of the research, the above-mentioned model, using extractive components, includes the following levels: First level: 1) avoiding the aristocracy of law enforcement managers and 2) non-westernization of law enforcement officials; Second level: 1) brave, jihadist and selfless police commanders; 2) spiritualism of law enforcement management and 3) promising realism in law enforcement plans; The third level: preserving the values and slogans of the Islamic Revolution; Fourth level: 1) religious and political insight of police commanders; 2) opportunism, ability orientation and conscientiousness in the appointment of commanders and 3) justice and moderation; The fifth level: 1) program-oriented and pragmatic in police operations and 2) predicting and preventing and fighting police crimes.
