Effects of Carrying out Reconstruction and Renovation Mashhad City center Plan on Payeen Khiyaban Neighborhood Unite

Abstract:
There is more than 50 thousand hectares old texture in more than 100 country cities. The housing potential of these textures in one hand, and shortage of income of government for renovation of these area in another hand, makes important the participation of owners.The purpose of this article is to evaluate the effects of conducting reconstruction and renovation plans in Mashhad on owners, whose properties had been occupied during the renovation process of urban centers in Mashhad. This research wants to answer this question: are the rights of citizens in Mashhad protected during this process? For this reason,the effects of the plan are evaluated in a survey (from 30 of the former landowners), from different social-economical and structural dimensions in an area amounting to 92 hectares. The results show that %73.3 of the owners were forced to leave their land and migrate to the other parts of the city and the average distance between the work place and home has been increased from 766 m (before the plan) to 3157 m (after the land had been occupied). In addition, about %60 of the landowners had their work place in this area, but this had decreased to %23.3 after the land occupation. %26.7 of the owners had jobs near their houses but after the process, this had decreased to %3.3. The proportion of nongovernmental jobs had been reduced from %73.3 to %46.7. Approximately %26.7 of the proprietors had changed their jobs after the plan had been conducted. Thus, the results show that %67.7 of the proprietors had declared a %50 difference between the value of land from a specialist's perspective and the current price. In general, 96.7 percent of the landowners were not satisfied with the plan conduct and stated that it had a negative effect on their lives. Buying at the current and fair price (%50) and the sharing of profits with owners (%73.3) in the future (%43.3) are all suggestions made by proprietors to increase this process. Therefore, the result is that this plan has just pauperized the initial owners.
