Iran, Ottoman and Regie Diplomacy

Abstract:
In Iran’s contemporary history the cancellation of Regie’s privilege and its results was one of the significant parts of Iranians freedom-loving movement which is a lot talked about. In these writings, the nullification of Regie’s privilege is considered as the end of Tobacco Problem but it is the opposite. The Ottoman branch of the Regie called “company' e edkhale tutun wa tanbacu”, located in Istanbul, remained as before even after the cancellation of Regie’s privilege in Iran. Iran government, because of facing with some financial problems rooted from the cancellation of Regie’s agreement and supplements in 1310 A.H. with the help of Muslim merchants took the place of Regie and began to buy tobacco in Iran. Most of Iranian merchants, who where away from the country and lived in Ottoman were the main exporters of Iran tobacco to Ottoman, lost a lot. This company, because of public unawarenece and lack of public determination, continued to the end of World War I forcefully.Thise essay tries, based on archival sources, to analyse the hidden parts of the case and to justify Regie’s words after the cancellation of the agreement in Iran.
