این مقاله در سه گام پیش می رود: در گام نخست تلاش می کنیم با ارائه چارچوبی مفهومی- نظری نشان دهیم که توسعه در عصر ما یعنی عصر اطلاعات، شیوه غالب جدیدی یافته که به آن شیوه اطلاعاتی توسعه می گویند. تلاش می کنیم ضمن توضیح این شیوه جدید توسعه و مولود آن که اطلاعات گرایی و توسعه اطلاعاتی است، نقش پیشرانی این نوع توسعه نسبت به سایر وجوه توسعه از جمله توسعه اقتصادی و توسعه انسانی را نشان دهیم. سپس با ارائه تصویری فشرده از وضعیت ایران در برخی شاخص های اساسی توسعه اطلاعاتی، نشان می دهیم که به رغم ظرفیت های بسیار، شیوه مواجهه دستگاه حکمرانی کشور با فناوری های اطلاعاتی- ارتباطی نوظهور از یک سو و محیط کلان بازدارنده از توسعه اطلاعاتی از سوی دیگر، مانع تحقق توسعه اطلاعاتی و فراهم شدن نقش پیشرانی آن برای سایر وجوه توسعه شده است. در نتیجه گیری تلاش می کنیم با توجه به آسیب های موجود، چالش های پیش رو و مقتضیات توسعه ایران در چارچوب شیوه اطلاعاتی توسعه، برخی بایسته های کلان گذار موفق به شیوه اطلاعاتی توسعه را مطرح کنیم.

While explaining this new mode of development, we attempt to show the driving role of this type of development to other aspects of development, such as economic development and human development. In the second step, by presenting a very concise picture of Iran's situation in some key indicators of information development, we show that despite the availability of conditions, Iran has not been able to provide the infrastructure and grounds required for informational development and the blessings that come from it, due to the defective way of dealing with ICTs and emerging technological phenomena on the one hand and neglect of the field of education and knowledge in recent years on the other. In the third step, we present a very concise analysis of the obstacles to informational development in Iran. Then in the conclusion section, we will point out some strategic imperatives for development within the framework of the informational mode of development.Our conceptualization of the informational mode of development and informational development is largely indebted to Manuel Castells, Pekka Himanen and their colleagues in the book "Reconceptualizing Development in the Global Information Age"; However, we will use the discussions of people such as Klaus Schwab, William Brian Arthur and his discussion on "Economic Evolution Following Technological Evolution" and the findings of various researchers for further explanation.
MethodologyIn the theoretical and conceptual part of the article, we rely on the meta-synthesis of existing research literature in this field. To measure Iran's status in the fundamental indicators of informational development, we use documentary studies and secondary data from existing global reports.
Discussion and FindingsToday, the competitiveness of territories and companies depends largely on their ability to follow the rules of the information economy. Research literature in this field shows a positive and synergistic relationship between informationalism and the productivity and competitiveness of countries, regions and companies. The realization of this synergistic relationship is conditional on the existence of three factors; factors that can be considered the three fundamental aspects of informationdevelopment:Adequate and optimal infrastructure in ICTs (technology diffusion)Organizational transformation in the form of networking (for example, networked enterprise and e-governmentIncreasing the quality of the human workforce, which depends on education and quality of life.Accordingly, a country that wants to benefit from the blessings and advantages of information development in today's world must first have strong, extensiveand comprehensive ICT infrastructures and constantly update and strengthen them at the level ofthe most developed countries in the world; second, companies and organizations in that country (both private and public, including the government itself) must be managed in a networked manner and also have strong links with global financial and commercial exchange networks; and third, there must be a knowledge-based and capable human resource to support this entire ecosystem of informational development. Emphasis on infrastructure and technical dimensions and neglect of network dimensions, especially human and knowledge dimensions, will cause the information development cycle to remain incomplete and unstable. Even if economic growth is achieved in the short term, the country may move away from holistic development due to increasing inequalities, poverty, and the digital-income gap.This is while Iran's situation in global indicators related to the development and application of ICT is improving slowly overall, but it is clearly lagging behind the leading countries of the world and all the rich and stable countries of the region and is in some cases regressing. Even where growth is observed, the growth rate is so slow and the growth process is so steep that it seems as if the country has no intention of competing and excelling in regional and international competition. In addition, even the current technological infrastructure has not been optimally used to network the government and society and improve the quality of governance. The unfavorable trend of indicators related to human capital is also alarming and may challenge one of the important aspects of the country's informational development in the near future.
ConclusionReliable statistics and documents indicate that informational development in today's world is related to economic growth, productivity growth, poverty and inequality reduction, job creation, overcoming climate change and environmental degradation, and even administrative and political efficiency and the quality of governance. The capacity to produce wealth has never been as dependent on the intensity of informationalism as it is in our time, but informational development is not only the main driver of economic development, but it has also found a close relationship with human development. The fundamental and contextual role of ICTs for the emerging technologies of the Fourth Industrial Revolution indicates that this situation will intensify in the future.Therefore, if Iran wants to have a central position in the structure of power and wealth of the world today and in the future, it is bound to make major decisions and strategic choices to rethink its approach to emerging information and communication technologies on the one hand and to make urgent efforts to facilitate the country's macro-environment of informational development on the other. The future of the country's development in the current development paradigm depends to a large extent on the level of acceptance and support for the informational mode of development and the level of provision of platforms for its leapfrog growth. In Iran, however, the prerequisite for any policy and strategy in this area will be a change in the dominant intellectual framework and approach to new ICTs.

آموزش عالی به مثابه یکی از کانون های پیشرفت جامعه و زمینه ساز پیشرفت در سایر حوزه ها مورد توجه قرار گرفته، و بنابراین کیفیت این نهاد و میزان دستیابی به اهداف آن از اهمیت بالایی برخوردار است. این مهم، با توجه به تغییر پارادایم های توسعه از توسعه اقتصادی به توسعه انسانی بیش از پیش خود را نشان می دهد چرا که در توسعه انسانی نیز، انسان، محور و هدف توسعه است و رویکردی که بر آن تاکید می کند تحت عنوان رویکرد قابلیت ها معرفی می شود. رویکرد قابلیت ها رویکردی کامل تر، کل نگرتر و متحول کننده تر نسبت به رویکرهای پیشین به آموزش مانند رویکرد سرمایه انسانی و حقوق در طراحی برنامه آموزشی آموزش عالی ارایه می دهد زیرا با نیازهای زمینه ای از پیش تعیین شده محدود نشده است. با نگاهی به اهمیت موضوع، پژوهش حاضر بر دلالت های رویکرد قابلیت های انسانی در آموزش عالی تمرکز می کند. در روش شناسی پژوهش، از رویکرد فراترکیب بهره گرفته شده است. بدین منظور با جستجو در 16 پایگاه علمی معتبر، 1945 مقاله اولیه در فاصله زمانی 1979 تا 2022 و 1358 تا 1402 شناسایی و 12 مقاله مرتبط انتخاب شد و مورد بررسی و کدگذاری قرار گرفت. فراترکیب مطالعات پیشین نشان می دهد دلالت های رویکرد قابلیت ها در آموزش عالی را می توان ذیل چهار مقوله قابلیت های زمینه ای، قابلیت های رفتاری، قابلیت های آموزشی و قابلیت های اقتصادی-رفاهی دسته بندی کرد. مقولات فرعی (قابلیت ها) شناسایی شده نیز شامل 20 مفهوم هستند.کلید واژگان: آموزش عالی، دانشگاه، رویکرد قابلیت ها، رویکرد قابلیت و آموزش عالی، فراترکیبHigher education has been considered as one of the centers of society's progress and the foundation for progress in other fields. Therefore, the quality of this institution and the achievement of its goals are of great importance. This shows itself even more due to the change of development paradigms from economic development to human development, because in human development, man is the center and goal of development too, and the approach that emphasizes it is called the capabilities approach. The capabilities approach provides a more complete, holistic, and transformative approach to higher education curriculum design because it is not limited by predetermined contextual needs. Looking at the importance of the subject, the current research focuses on the implications of the human capabilities approach in higher education. The present research is developmental-applied based on purpose, qualitative based on the nature of data, and documentation based on data collection methods. The research method is analytical-descriptive and the qualitative data have been collected using the meta-synthesis qualitative research method according to Barroso and Sandelowski’s seven-step method. For this purpose, by searching 16 reliable scientific databases, 1945 articles were identified between 1979 and 2022. Among all the 1945 identified original texts, 12 relevant articles were selected finally. Then the selected articles were reviewed and coded. The meta-synthesis of previous studies shows that the implications of the capabilities approach in higher education can be classified under four categories: contextual capabilities, behavioral capabilities, educational capabilities, and economic-welfare capabilities. در این پژوهش، ضرورت مدیریت تعادل بین کار و زندگی در جهت جلوگیری از آثار و تبعات و عوارض عدم تعادل میان کار و زندگی و ارائه راه کارهای حفظ تعادل کار و زندگی مورد بررسی قرار گرفته است. سوال اصلی پژوهش حاضر عبارت است از این که «مهمترین راه کارهای حفظ تعادل کار و زندگی کدام است؟» تحقیق حاضر، از لحاظ هدف کاربردی و از لحاظ روش، توصیفی- پیمایشی است. ابزار گردآوری داده ها، پرسش نامه محقق ساخته و جامعه آماری پژوهش اساتید یکی از دانشکده های دانشگاه تهران است. نتایج پژوهش نشان می دهد بیش از نیمی از اعضای جامعه آماری نتوانسته اند بین کار و زندگی، تعادل لازم را برقرار کنند و ساعات کار نسبتا زیاد، پایین بودن سطح درآمدها و عدم برنامه ریزی مناسب برای استفاده بهینه از زمان و فرصت ها بیشترین تاثیر را در برهم خوردن تعادل کار و زندگی داردکلید واژگان: کار، زندگی، تعادل کار و زندگی، ساز و کارهای بهبود وضعیتSince work and life are the most important aspects of human beings; thus, this study seeks to analyze the necessity of managing the balance between work and life in order to prevent the detriments, consequences and side effects of the lack of such balance. The main question of the current study is: what are the strategies of maintaining balance between work and life? The study is a practical study in objective, and a survey investigation in method. The main instrument for data collection was a researcher- developed questionnaire. The teachers of one of the faculties of Tehran University constituted the population of the study. The results revealed that over half of the population failed to establish a reasonable balance between their life and work. In addition, the findings showed that, nearly excessive working hours, low income and a lack of appropriate plan to optimize time and opportunities are the most important factors provoking the imbalance between work and life.Keywords: Work, Life, Work, Life Balance, Improvement Solution
