    سیاست خارجی امارات متحده عربی در آفریقا را می توان از ابعاد مختلفی تبیین کرد. نگارنده در این مقاله سیاست خارجی امارات در آفریقا را براساس اسناد بالادستی این کشور تبیین می کند. با مطالعه اسناد بالادستی می توان به درک عمیق تری از انگیزه ها، استراتژی ها، اقدامات و تاثیرات سیاست خارجی امارات در آفریقا دست یافت و درنهایت از این طریق شناخت بهتر الگوهای تعاملی امارات با کشورهای مختلف آفریقایی حاصل می شود.اسناد بالادستی امارات (شامل اسناد کلان و ابتکارات)، ازطریق مدون کردن استراتژی کلان این کشور، به دنبال ترسیم اهداف و منافع آن در عرصه سیاست خارجی در حوزه چندگانه سیاسی، اقتصادی، امنیتی- نظامی و فرهنگی در آفریقاست. این پژوهش به دنبال پاسخ به این پرسش است که چگونه می توان ازطریق اسناد بالادستی امارات، سیاست خارجی این کشور را در آفریقا تبیین کرد؟ ضمن ارائه مدل استخراجی از دوایر متحدالمرکز برای اهداف سیاست خارجی امارات در آفریقا، در پاسخ، فرضیه ای که مطرح می شود این است که هدف مرکزی همه اسناد و ابتکارات امارات در آفریقا، درنهایت توسعه اقتصادی در این قاره است که در قلب آن بهبود زندگی مردم آفریقا قرار دارد. روش به کاررفته در این مقاله، روش تحلیل اهداف است؛ تحلیل اهدافی که از مطالعه ابتکارات، برنامه ها و اسناد طراحی شده دولت امارات متحده عربی حاصل شده است.

    The foreign policy of the United Arab Emirates (UAE) in Africa can be explained from various dimensions. In this article, the author explains the UAE's foreign policy in Africa based on the country's grand strategy documents (official and public documents). By studying these documents, we can gain a deeper understanding of the motivations, strategies, actions, and impacts of the UAE's foreign policy in Africa. Ultimately, this leads to a better understanding of the interactive patterns of the UAE with various African countries. These documents, which include strategic frameworks and initiatives, aim to delineate the UAE's goals and interests in foreign policy across multiple domains—political, economic, security-military, and cultural—in Africa. This research seeks to answer the question: how can the UAE's foreign policy in Africa be explained through its grand strategic documents? (while presenting an extracted model for the UAE's foreign policy objectives in Africa), the proposed hypothesis is that the central aim of all UAE documents and initiatives in Africa is ultimately economic development on the continent, with improving the lives of African people at its core.To test the hypothesis, in the first step, the UAE's high-level documents are examined, and in the second step, the country's initiatives in Africa are reviewed. under each document, the intended objectives are explained, particularly focusing on economicobjectives and contributing to improving the quality of life for people. In the third step, an interpretive conceptual model is extracted, and finally, a conclusion will be presented.

    Methodology:

    The methodology employed in this article is the objective analysis method. This involves analyzing objectives derived from studying initiatives, programs, and documents designed by the government of the United Arab Emirates. This approach is particularly useful when the researcher lacks direct access to the individuals, groups, and organizations. In such cases, studying their plans, programs, and documents can reveal their objectives and motivations.Studying high-level documents can help better understand the foundations, objectives, strategies, and frameworks of foreign policy by identifying fundamental principles, values, broad objectives, grand strategies and policies, coherence and coordination between domestic and foreign policies, priorities, developmental approaches as well as establishing legal frameworks for foreign policy. This can clarify the trajectory of foreign policy and its underlying principles.

    Results and Discussion


    UAE Top Documents The UAE has developed numerous strategies and documents to advance its foreign policy objectives and interests. As previously mentioned, under the leadership of Mohammed bin Zayed, the country has implemented significant changes in its regional and international policies. The UAE has formulated several strategies to achieve its foreign policy goals, focusing on stability, economic growth, technological innovation, and social development. By creating multiple strategies and documents, the UAE aims to increase its influence at both regional and international levels. The country seeks to its national interest and To be recognized as a key player in the Middle East through security cooperation, active economic diplomacy, and interventionist policies. Key strategic documents and visions that influence the UAE's objectives and foreign policy interests include: Economic Vision 2030 "We the UAE 2031" Projects of the 50 Vision 2050 United Nations Sustainable Development Goals (SDGs) UAE Initiatives for Africa The UAE outlines its engagement with African countries through various foreign policy documents and strategic initiatives. The UAE has been actively involved with Africa through different initiatives and documents to achieve its objectives. The following are some key documents and initiatives:UAE Consortium for Africa Support for G5 Sahel Joint Force Agriculture Innovation Mission for Climate (AIM for Climate) Food and Agriculture Organization’s “Hand-in-Hand” Initiative UAE-Africa Connect Written Statement to the UN Security Counci

    Conclusions

    The UAE's objectives in Africa can be broadly categorized into four main areas: security-military, political-diplomatic, cultural, and economic. However, the central goal of all UAE initiatives in Africa is ultimately economic development, with the improvement of African people's lives at its core. If these objectives are visualized in concentric circles, security and military goals would form the outermost circle. Moving inward, the next objectives would be political-diplomatic and cultural, with economic goals closest to the center, aimed at achieving the central objective of enhancing the quality of life for African people. These concentric circles can be illustrated by combining the important goal of "preserving and enhancing stability" into a model.The arrangement of these layers does not mean that one area is more important or has higher priority than another in the political relationship process between the UAE and other African countries. Rather, it means that all objectives are aligned to achieve the central goal of economic development, ultimately improving the quality of life for African people. This "concentric circle model" illustrates a reciprocal, interactive, and synergistic structure among all dimensions. This multi-layered model represents a complex structure where each layer influences the ones above it. Through efforts to enhance the quality of life for people, the UAE aims to create a positive and reasonable image of itself among African countries and the international community.The UAE has adopted a comprehensive and strategic approach to engaging with Africa, which can be seen as part of its broader grand strategy for the continent. This approach includes various initiatives across diverse sectors, reflecting the UAE's long-term vision for its role in African development and its geopolitical position. Based on the study of UAE's high-level documents and initiatives, it can be said that the central goal of all UAE's security-military, political-diplomatic, cultural, and economic initiatives in Africa is ultimately economic development, with the improvement of African people's lives at its core. The UAE's multidimensional approach to Africa, including economic investments, strategic partnerships, military cooperation, and diplomatic initiatives, clearly demonstrates a well-calculated grand strategy. These tactics are designed to position the UAE as a key player in Africa's development landscape, secure its economic interest, and enhance its global geopolitical standing.Through this approach, the UAE aims to present itself as an important, reliable, strategic, and benevolent economic partner in Africa's economic development and humanitarian efforts. The UAE's approach in providing financial investments and humanitarian aid portrays it as a committed, multi-dimensional ally dedicated to Africa's long-term welfare and future, a mid-tier global power with significant influence beyond its region, and a model for other Persian Gulf countries on how to use economic diplomacy to strengthen regional influence and security.While this grand strategy and vision have been promising, its long-term success depends on how effectively the UAE navigates the complex political and economic landscape of Africa, balances its interests with those of African countries, and addresses criticisms and challenges it faces. These challenges include accusations of neo-colonialism and exploitative economic arrangements, concerns over human rights issues, support for leaders with bad records in Africa, and potential conflicts with the interests of other regional powers such as Egypt, Turkey, and Saudi Arabia. However, in general, what is important is that the development of numerous, diverse, and specialized documents across various fields and regions by the UAE can serve as a model for other countries.

    روابط چین و آمریکا به عنوان دو قدرت بزرگ، یکی از پرفراز و فرودترین روابط میان کشورهای جهان قلمداد می شوند. این روابط طیفی از رقابت شدید تا همکاری پیچیده را در برمی گیرد. در حالی که این دو کشور خود را رقبای استراتژیک قلمداد می کنند؛ همزمان همکاری اقتصادی با یکدیگر را نیز یک ضرورت استراتژیک می دانند. در سال های اخیر علاقه به «رقابت استراتژیک» به جای «تعامل استراتژیک» از سوی آمریکا بیشتر شده است و نمود این مهم را می توان در استراتژی مهار واشنگتن در جنوب شرق آسیا علیه چین ملاحظه کرد. پرسش این است که با توجه به تمایل چین به توسعه اقتصادی و در نتیجه تعامل استراتژیک با واشنگتن، پکن چه استراتژی را باید در پیش گیرد تا در مقابل فشار ایالات متحده و هم پیمانانش در جنوب شرق آسیا دچار آسیب نشود؟  مقاله این فرضیه را مطرح می کند که چین اساسا استراتژی مصون سازی را در دستور کار قرار داده است تا ضمن تضمین منافع استراتژیک خود، از رویارویی مستقیم با آمریکا پرهیز نموده و فرصت مناسبی را برای توسعه خود و استفاده از ظرفیت تعامل با آمریکا فراهم نماید. یافته های پژوهش نشان می دهد که پکن پس از جنگ سرد متناسب با درک خطرات علیه منافع ملی خود، طیف متنوعی از استراتژی ها از جمله مصون سازی را اعمال کرده است.

    Introduction

    The rise of China as a major power is one of the most significant developments in global politics in the 21st century. As a result, this has sparked concerns from the United States and Southeast Asian countries. In response, Washington has implemented its grand strategy to enhance deterrence and maintain the balance of power in Asia through the "Pivot to Asia" and "Indo-Pacific" strategies. Chinese leadership, on the other hand, views these American strategies as intensifying the security dilemma in the region, which not only increases the likelihood of direct confrontation, but also poses a serious challenge to China's growth trajectory.Given the current situation and China's desire for economic development and strategic engagement with Washington, the question is “What strategy should Beijing adopt to avoid being harmed by pressure from the United States and its allies in Southeast Asia?” China's actions suggest that it has adopted what is known as a "hedging" strategy to secure its strategic interests while avoiding confrontation with the US. Indeed, it seeks to foster its development by leveraging its strategic engagement with the US. In other words, Beijing has endeavored to respond decisively but with strategic caution, to avoid conflict with the US, prevent anti-balancing coalitions (by Southeast Asian countries), and ensure the continuation of its power growth.The hedging strategy is a thoughtful approach that manifests as a cautious response to risks in a constructive, peaceful, and non-confrontational manner. It closely aligns with Beijing's peaceful diplomacy in the region, aimed at maximizing benefits and minimizing threats. In general, China's hedging strategy is based on two pillars: first, reassuring its surrounding environment (Southeast Asia) regarding the benign consequences of Beijing's growing power; and second, indirectly balancing the US through soft competition.

    Methodology

    The article's hypothesis is examined through a descriptive-analytical method and involves two main variables: First, the independent variable, which includes the "Pivot to Asia" strategy—a form of rebalancing by the United States against China—and the "Indo-Pacific" strategy, which represents an aggressive policy by the United States towards China. Second, the dependent variable is China's hedging strategy.

    Result and Discussion

    The relationship between China and the United States, as two major powers, has ranged from cooperation to competition over the past two decades. Throughout this period, Chinese political leaders (from the second generation of leadership to the present) have sought to secure their interests and respond to threats by addressing structural and domestic factors. In essence, China's foreign policy has been based on economic growth aimed at peaceful development and strategic caution in the face of security risks. This approach has enabled Beijing to take steady steps towards continued economic growth and, in parallel, enhance and stabilize its power in the region as it entered the new millennium.In the meantime, China's increasing role in Asia and its high potential to become a hegemon prompted the United States to operationalize its strategy to enhance deterrence and contain Beijing through the "Pivot to Asia" and "Indo-Pacific" strategies. In response, Beijing adopted the hedging strategy as its Asian policy.

    Conclusion

    Beijing's hedging strategy is structured in two layers. The initial layer itself has two dimensions. The first pertains to the mutual dependency between Beijing and the United States, which China seeks to maintain and exploit to sustain its power growth. The second relates to China's growing security concerns regarding threats from the US, which may lead to a confrontation. These considerations have driven China to manage its relations carefully and avoid geopolitical competition with the US. The subsequent layer concerns Beijing's response to US actions in its surrounding environment, namely Southeast Asia. In this regard, Beijing has attempted to overcome challenges posed by the US by adopting a "reassurance approach" to weaken any coalitions against China.

    Russia's involvement in the Syrian crisis has changed from a limited action to a fundamental strategy. Russia, which was ousted from the club of great powers after the collapse of the Soviet Union, was looking for an opportunity to return. Restoring the position of "great power" is Putin's main idea based on the identity and historical foundations of the Russians. In this regard, the Syrian crisis has been a turning point in the process of reviving the position of Russia's great power. Accordingly, the main question of the article is: "What role has Iran played in restoring Russia's great power position, especially in the Syrian crisis?" The hypothesis is formulated as follows: "During the Syrian crisis, Russia has used a hedging strategy in the Middle East. Russia's special relationship with Iran in the Syrian crisis has been Russia's relative advantage, which has played a significant role in restoring Russia's status as a great power. Russia implemented a hedging strategy with a holistic alliance". The data of this article are collected from new and comprehensive sources and processed in a descriptive-analytical method.

    روابط آمریکا و چین مهمترین و در عین حال پیچیده ترین روابط در آسیا است. با توجه به رشد سریع چین و تلاش امریکا برای حفظ قدرت خود در منطقه، دو کشور در کشمکش فزاینده ای برای کسب قدرت و نفوذ بیشتر در آسیا قرار گرفته اند و سطوح مختلف تعامل و رقابت را در برابر یکدیگر تجربه می نمایند. پرسش این است که با عنایت به اهمیت آسیا در استراتژی های کلان ایالات متحده، واشنگتن چه راهبردی را در مقابل ظهور پکن در منطقه دنبال می نماید؟ فرضیه پژوهش که به روش توصیفی- تحلیلی مورد بررسی قرار گرفته آن است که واشنگتن به دلیل نگرانی از پیامدهای غیرقابل پیش بینی رقابت با چین که ممکن است به منازعه نظامی دو کشور منجر شود؛ سعی نموده است طیفی از استراتژی مصون سازی(مثبت تا منفی) را متناسب با ارزیابی این کشور از تاثیر خیزش چین بر هژمونی آمریکا در دستور کار قرار دهد تا ضمن مهار چین از رویارویی مستقیم با این کشور جلوگیری نماید. یافته های پژوهش نشان می دهد که ایالات متحده در برخورد با رقبا، استراتژی های متنوعی را به صورت هوشمند متناسب با شرایط ژیوپلتیک منطقه و فضای عمومی بین المللی به کار برده است.

    US-China relations are the most important and at the same time the most complicated relations in Asia. Given China's rapid growth and US efforts to maintain its power in the region, the two countries are in an increasing struggle to gain more power and influence in Asia, and are experiencing different levels of interaction and competition against each other. The question is, considering the importance of Asia in the macro strategies of the United States, what strategy does Washington follow against the rise of Beijing in the region? The hypothesis of the research, which has been investigated in a descriptive-analytical way, is that Washington is worried about the unpredictable consequences of competition with China, which may lead to a military conflict between the two countries; It has tried to put a range of hedging strategies (positive to negative) in accordance with this country's assessment of the impact of China's rise on American hegemony, in order to restrain China and avoid direct confrontation with this country. Findings show that the United States has used a variety of strategies in dealing with competitors intelligently in accordance with the geopolitical conditions of the region and the international public space.
