نظام مدیریت و ارزیابی عملکرد به عنوان یکی از فرآیندهای مدیریتی نقش برجسته ای در کمک به تحقق اهداف و ماموریت های سازمان دارد. هدف مقاله حاضر، ارایه روشی به منظور ارزیابی عملکرد واحدهای وظیفه ای سازمان هستند. این رویکرد بر پایه روشی علمی و نظام مند به صراحت وجود عدم قطعیت و ابهام را که در ماهیت فعالیت های سازمانی وجود دارد، مدنظر قرار می دهد.
روش شناسی پژوهش:
در این مقاله از یک رویکرد ترکیبی تصمیم گیری چندشاخصه استفاده شده است. در ابتدا شاخص های عملکردی با مرور ادبیات و نظرسنجی از خبرگان تعیین شده اند و سپس میزان اهمیت و وزن هر یک از شاخص های عملکردی با رویکرد دیمتل فازی شهودی محاسبه و در نهایت عملکرد هر یک از واحدهای سازمان بر اساس شاخص های عملکردی با روش الکتره فازی شهودی ارزیابی گردیده است. در این راستا به منظور کاربرد این روش، معاونت های وظیفه ای سازمان صنعت، معدن و تجارت استان تهران مورد ارزیابی عملکرد قرار گرفته اند.
یافته هااین مطالعه اثربخشی رویکرد ترکیبی دیمتل-الکتره-فازی شهودی را در ارزیابی عملکرد واحدهای سازمانی نشان می دهد. این روش عدم قطعیت موجود در شاخص های ارزیابی عملکرد را با به کارگیری رویکرد فازی شهودی به شیوه ای درست در نظر می گیرد و منجر به یک ارزیابی عملکرد صحیح و قابل اعتماد می گردد. نتایج نشان داد در میان شاخص های عملکردی، شاخص های بهبود و تحول سازمانی، شفافیت و ارتقای بهره وری بیشترین وزن و اهمیت را در ارزیابی عملکرد واحدهای سازمانی دارا می باشند. همچنین در بین معاونت های وظیفه ای، معاونت صنایع بیشترین امتیاز را بر اساس روش الکتره فازی شهودی کسب کرده است و در سازمان موردبررسی بالاترین عملکرد را بر اساس شاخص های عملکردی دارد.
اصالت/ارزش افزوده علمی:
این تحقیق برای نخستین بار رویکرد ترکیبی دیمتل-الکتره-فازی شهودی را برای ارزیابی عملکرد واحدهای سازمانی به کار برده است. استفاده از رویکرد فازی شهودی دیدگاه منحصربه فردی را در مورد عدم قطعیت در ارزیابی عملکرد ارایه می دهد و قابلیت اطمینان ارزیابی عملکرد و رتبه بندی را افزایش می دهد. کاربرد این روش در یک سازمان خدماتی دولتی ابزاری روش شناختی برای ارزیابی عملکرد یا رتبه بندی واحدهای سازمانی و یا گروه های کاری در سازمان ها و حوزه های مختلف یا مشابه ارایه می دهد.

This approach, based on a scientific and systematic method, explicitly considers the existence of uncertainty and ambiguity in the nature of organizational activities.
MethodologyIn this paper, a MADM hybrid approach is used. First, the performance indicators have been determined by the literature review and consulting experts, and then the importance and weight of each of the performance indicators has been calculated using the intuitionistic Fuzzy DEMATEL and finally, the performance of organization's units has been evaluated using the ELECTRE intuitionistic Fuzzy method. In order to apply this method, the performance evaluation of the organization of industry, mining and trade of Tehran province has been done with the proposed method.
FindingsThis study shows the effectiveness of the hybrid intuitionistic fuzzy DEMATEL-ELECTRE approach in performance evaluation the organizational units. This method correctly considers the uncertainty in the performance evaluation indicators by using the intuitionistic fuzzy approach and leads to a correct and reliable performance evaluation. The results showed that among performance indicators, organizational improvement and transformation, transparency and productivity improvement have the most weight and importance in performance evaluation of organizational units.
Originality/Value:
For the first time, this research has used the hybrid intuitionistic fuzzy DEMATEL-ELECTRE approach to performance evaluation of organizational units. Using the intuitionistic fuzzy approach provides a unique perspective on uncertainty in performance evaluation and increases the reliability of performance evaluation and ranking. The application of this method in a government service organization provides a methodological tool for performance evaluation or rating of organizational units or work teams in different or similar organizations and fields.

Bed production has an important market in the furniture sector. In spite of the fact that sponge is generally preferred as filler in the production process of beds, increasing prices in recent years and the preference of new materials with the development of alternative filling materials have increased. Recently it is seen other than sponge, the granule, wadding, and STW are also used as filling material in bed production. From the management point of view, the choice of filler is an important decision problem that depends on the situation of the business and many objective and subjective criteria must be taken into consideration. It is appropriate to examine such a problem with the Analytical Hierarchy Method (AHP) and the ELECTRE method, which have the ability to make quantitative evaluations and synthesize factor weights from subjective judgments. The criteria for selection of the filler material and the extent to which the criterion will affect the evaluation are important decision points. The opinions of experts in bed production were consulted to determine the criteria to be used in the evaluation. The obtained results show that four basic criteria must be taken into consideration in the selection of filler material. In this study, AHP was used for determining the criteria weights, and ELECTRE methods were used for the selection of the best filling material. The organization Performance management is an important component that directly affects the total performance of the organization and the competitive environment. Hence, manager(s) performance is one of the most important functional parts of an organization. Senior manager(s) decisions are one of the most important factors affecting the organization performance management. In this paper, organization performance management is evaluated using criteria derived from Balanced Scorecard. The purpose of this paper is to prioritize alternatives related to manager(s) performance in an organization using multi-criteria decision-making, i.e. PROMETHEE, ELECTRE, and TOPSIS and provide a model for it. Mean Maximum-Minimum Square Ranks method is proposed to combining the results obtained from applying multi-criteria decision-making methods. Also, roadmaps are presented for alternatives with higher priority for the organization. The proposed model provides the possibility of solving issues related to the organizational performance by analyzing various alternatives and criteria for organization manager(s). This paper presents a multi-periodic, multi-echelon blood supply chain network consisting of blood donors, mobile collection units, local blood centers, main blood centers and demand points in which the local and main blood centers are subject to random failure in dispatching blood products to demand points. The problem has two objectives including minimization of the total chain costs and maximization of the reliability of the local and main blood centers by maximizing the average total number of blood products dispatched to demand points. The problem is first formulated as a mixed-integer linear mathematical model. Then, to solve the problem, three multi-objective decision-making (MODM) methods including Elastic Bounded Objective Method, Modified augmented ε-constraint method and LP-metric method are employed for the solution. Thirty different examples are solved to assess the performance of the solution methods and their results are compared statistically. Using ELECTRE method, the best solution method is selected. At the end, to determine the effect of the change in the main parameters of the problem on the objective functions values, sensitivity analysis is performed.Keywords: blood supply chain, perishable product, Reliability, MODM, Multiple comparisons, Electre

In today’s highly competitive manufacturing environment, an effective supplier selection process is very important for the success of any business organization. Selection of the best supplier is always a difficult task for the purchasing manager. Suppliers have varied strengths and weaknesses which require careful assessment by the purchasing manager before selecting and ranking them. Any supplier selection procedure is to be based on the establishment of various criteria which may include quality, cost efficiency, delivery dependability, volume flexibility, information and customer service. This paper attempts to solve the supplier selection problem using two most potential multi-criteria decision-making (MCDM) approaches and compares their relative performance for a given organizational environment. The first MCDM approach is ‘Vlse Kriterijumska Optimizacija Kompromisno Resenje’ (VIKOR), a compromise ranking method and the other one is ‘ELimination and Et Choice Translating REality’ (ELECTRE), an outranking method. These two methods are used to rank the alternative suppliers, for whom several requirements are considered simultaneously. Two real-time examples are cited in order to demonstrate and validate the effectiveness and flexibility of these two MCDM methods. The rankings of the alternative suppliers as obtained using these two MCDM methods almost match with those as derived by the past researchers.
