Given the increased competition and turbulence in business environments, the proper management of human resources and employee growth is a significant challenge faced by organizations to achieve competitive advantage. The present study aimed to analyze the influential factors in human resource development (HRD) in state-owned enterprises (SOEs). This was an applied research in terms of objective and a mixed (qualitative-quantitative), exploratory study in terms of design. In the qualitative-quantitative section of the study, content analysis and descriptive-exploratory techniques were applied. Data were collected via semi-structured interviews and by using questionnaires in the qualitative and quantitative sections, respectively. The research population included human resource experts, managers, and experts in the field of human resource planning and SOE management. In total, 22 individuals were selected via purposeful sampling. In the qualitative section, data analysis was carried out using open, axial, and selective coding for the classification of the identified factors into four categories of organizational, occupational, behavioral, and empowerment factors. In addition, screening was performed using the Fuzzy Delphi method, and the correlations between the identified factors and sub-factors were determined using the Fuzzy DEMATEL method. According to the results, empowerment factors were the most significant determinants of HRD, which could be improved by considering the associated influential factors and prioritization of organizational factors. On the other hand, the factor weighting findings based on the fuzzy analytic network process indicated that among the identified factors and sub-factors of knowledge management, empowerment factors had the most significant impact on HRD.Keywords: Human Resource Development, Industrial companies, fuzzy Dematel, Fuzzy analytic network process

بسیاری از دغدغه های حاکمیت در حوزه ی سلامت در مراکز خدمات درمانی متبلور می شود و اصلاح نظام سلامت بدون پرداختن به این مراکز و بهبود عملکرد آن ها مقدور نخواهد بود. از همین رو در هر کشوری «خدمات درمانی»از ارکان نظام سلامت محسوب می شود. کارت امتیازی متوازن (B S C) یکی از مدرن ترین چارچوب های ارزیابی عملکرد است که علاوه بر بعد مالی،ابعاد غیر مالی را نیز در مدل ارزیابی لحاظ می کند. رویکرد F A N P (F A N P) یکی از مدل های ریاضی برای تصمیمات چندمتغیره است که امروزه کاربردهای فراوانی در تصمیم گیری های خرد و کلان دارد. در این تحقیق با استفاده از رویکردی تلفیقی کارت امتیاری متوازن و فرایند تحلیل شبکه یی فازی نسبت به ارزیابی یکی از مراکز درمانی)بیمارستان امام سجاد(در شهر رامسر اقدام شد. نتایج تحقیق نشان می دهد که در میان دیدگاه هایکارت امتیازی متوازن در مراکز درمانی، دیدگاه مشتریان از برتری نسبت به سایر دیدگاه ها برخوردار است. همچنین در میان زیرمعیارها نیز میزان رضایت مندی بیماران و همراهان، سود عملیاتی و سهم بازار اهمیت به سزایی در عملکرد مراکز خدمات درمانی دارد.

Balanced Scorecard is one of the most modern frameworks of performance measurement that considers both nancial and non-nancial dimensions of the evaluation model. In this study, Balanced Scorecard and fuzzy analytic network process are used to evaluate therapeutic centers, e.g., Imam Sajjad hospital in Ramsar. literature was provided in the form of library research and the collection of data related to the paired comparison and the determination the index of the eld and through the design and distribution of questionnaires the analyses network determine the among the three groups of the experts. Integrating comments and achieving nal criteria were used in the geometric mean. After the collection of questionnaires and relevant matrix, the relevant calculations were done. The questionnaires were designed personally and discussed by testing their validity and reliability. In order to conrm the validity of this research, the initial questionnaire study, based on the factors identied in previous research, university professors' and experts' perspectives, was provided; the validity of the content is approved. Questionnaire was used to determine the rate of adaptation. The results show that among the balanced scorecard perspectives, customer's perspective is superior to other approaches. Also, among the subcriteria patients and relative satisfaction, operating bene t and market share are important in the functioning of Therapeutic centers. In this stage, on the basis of references presented by the FANP model, the solutions for increasing the quality of the performance levels of inef- cient hospitals in fourth dimensions were determined, and some suggestions were proposed. Although all performance indices of the hospital need to be addressed, priorities must be determined by the respective managers.

کارت امتیازی متوازن (B S C) از مدل های چندبعدی در ارزیابی عملکرد سازمانی است که وظیفه اش ایجاد توازن بین معیارهای مالی و غیرمالی، معیارهای قابل اندازه گیری و غیرقابل اندازه گیری، و محرک های عملکرد و نتایج است. درخصوص ارزیابی عملکرد و اجرای B S C تحقیقات بسیاری صورت گرفته، اما در بسیاری از آنها وجود روابط پویا بین ابعاد B S C نادیده گرفته شده است. در این تحقیق از هر دو روش فرایند تحلیل سلسله مراتبی (A H P) و تحلیل شبکه یی (A N P) در اجرای B S C به منظور ارزیابی عملکرد یک بانک، استفاده شده تا از این طریق نتایج حاصل از تاثیرات وابستگی بین معیارهای عملکرد بررسی شود. همچنین برای مواجهه با شرایط عدم اطمینان، نتایج حاصل از این روش ها در محیط فازی نیز مورد بررسی قرار گرفته است. نتایج نشان می دهد که A N P)هم در محیط قطعی و هم فازی(نسبت به A H P)در محیط قطعی و فازی(یک رویکرد قوی و مناسب برای تسهیل اجرای مدل های ارزیابی عملکرد برپایه ی B S C است.

Although numerous studies have been done in the field of performance evaluation and implementation of the BSC, in many of these studies, dynamic relationships and interdependencies between the dimensions of the BSC have been ignored. In this study, both methods of the analytic hierarchy process (AHP) and the analytic network process (ANP) in implementation of the BSC have been used to evaluate banking performance. Applying these methods, the dependency effect between performance criteria will be studied. In this regard, using a questionnaire and expert opinions, the final criteria of performance evaluation in the BSC framework are determined, and, after identifying the relation between these criteria, the network model of this study is designed. Finally, the weights of model criteria and sub-criteria will be calculated using AHP and ANP methods by MATLAB and Expert Choice software. Comparing both methods shows that ANP is a robust and appropriate approach to facilitate the implementation of performance evaluation models, based on the balanced scorecard, and it can also integrate the quantitative and qualitative data. Likewise, investigating dependency between dimensions and also determining the weights of BSC dimensions and related criteria, two significant aspects of implementing BSC, are described in this model.Furthermore, these methods have been implemented in the fuzzy environment for dealing with uncertainty and achieving more realistic decisions. Results show that a fuzzy environment provides simple conditions for making decisions, and, compared to a crisp environment, is more compatible with real conditions.As a result, the network performance evaluation model is designed, based on a combination of FANP and BSC approaches, to provide a more accurate and effective tool for decision-making.Keywords: Performance evaluation, balanced scorecard, Fuzzy analytic hierarchy process, Fuzzy analytic network process
