This research deals with "explaining the obstacles to the realization of the coordinated urban management system in the metropolis of Mashhad and measuring the weight and effectiveness of each obstacle in the realization of the above-mentioned system" which has emerged under the multiplicity and divergence of actors and in the absence of a qualified institutional framework for planning and policy making. This research is applied in terms of purpose and analytical-descriptive in terms of research framework with the Delphi method and in the form of unstructured interviews, the opinions of 38 managers and urban management experts were received and analyzed, Then the data obtained using ANOVA test in SPSS software as well as the method of cross-effects analysis as one of the forecasting techniques using MIC MAC software have been reviewed and evaluated. The results of this research show that "obstacles related to laws and programs" affected by the major issues and problems of the country's planning and executive system, as the most key factor, have played a prominent role in preventing the realization of the coordinated metropolitan management of Mashhad And it has caused the nature of the vertical and departmental planning and administrative-executive system and the lack of necessary horizontal mechanisms and relationships to become the main obstacle to the realization of the coordinated management system of this metropolis.
