Abstract:

Context and

Objective

The human is considered as the essential component in the organization and the managers benefitting from management knowledge and identification of human as a complex element in the organization intend to survive the organization and promote it. This study is seeking to strategic approach of human resources management and its functions in prevention police dept and attempts, after raising the strategic human resources management in prevention police, to achieve the human resources subsystems and so attains a consistency between human resources policies and organization strategies. Considering the human resources management in knowledge age and knowledge employees, choice between annihilation and survival is unavoidable, thus human resources strategy in this context is very important and its increasing importance provided new approaches in the path of attraction, protection, training and promotion of qualitative level of human resources. The importance of this subject in prevention police that is a specialized police and its performance is observed clearly in the society is revealed. Therefore, the context of this study includes human resources of prevention police and the researcher intends to respond the research problem “identification of prevention police’s human resources admission process strategies”.

Methodology

With regard to the objective, this study is applied and its methodology is descriptive survey. In this study, upon precise examination of admission process of human resources management system in prevention police and using SWOT and PEST analysis, the internal weak and strength points as well as the external opportunities and threats were identified and the appropriate strategy was presented.

Findings

The summary of external factors evaluation (EFE) and internal factors evaluation (IFE) in this study includes 5 stages of operation as follows: 1- The external and internal factors were identified and listed by the respondents; 2- Each one of factors was weighted according to the opinion of prevention police experts (the coefficient is determined by means of delphi method); 3- In the external factors, the grade of threats is 1 and 2, and the opportunities 3 and 4 (grade 1: very essential threat, grade 2: essential threat) (grade 3: good opportunity, grade 4: excellent opportunity) and in internal factors the weaknesses grade is 1 and 2, and the strengths grade is 3 and 4 (grade 1: essential weakness, grade 2: low weakness) (grade 3: strength, grade 4: high strength); 4- the coefficient of each factor was obtained in multiplication grade of final score. 5- the coefficient of each factor was obtained in multiplication grade of final score.

Conclusion

At the final chapter, the appropriate strategies have been presented according to the extracted strategies by means of SWOT technique proportional to four admission functions (subsystems) (recruitment, employment, election and admission and justification trainings).
