Study of Cultural Attachment Project's Obstacles (Comparison of Elites and Senior Manager's Ideas)

The main purpose of this article is study of cultural attachment project's obstacles. On the basis of the available literature and interview with 5 professors of university, the current obstacles are determined in three domains (conceptual, structural and operational), and then the questionnaire is designed. The sample is consisted of two groups of 25 people. The findings show that the professor's priority are operational, structural and conceptual obstacles and the manager's priority are conceptual, structural and operational obstacles, that is in correspondence with the secondary hypothesis. On the basis of the t-test results, both groups are agreeing about conceptual and operational obstacles, but there is a significant difference between them about structural obstacle.
