Investigating Potentiality of Southern Khorasan Borders with Afghanistan in Fulfilling Resistive Economy

Resistive economy has been developed to reduces external dependencies and protect national productions to decrease from the pressure on the country. One way to achieve this goal is to use capitals and capacities of the country. Islamic republic of Iran has geographical, economical, human, cultural, historical capacities that optimizing them not only can result in diversifying productions, but also it will increase national income, sufficiency, combating poverty, creating fair distribution and value added. It can also extend exterritorial trade especially with neighbour country increasing mutual dependency. Southern Khorasan as a new province, has capacities such as strategic productions, mines, agriculture production, locating in north-south and east-west corridor. Besides it has a special feature named border that policy making can actualize these capacities relying on this speciality. The results of this include border inhabitants’ empowerment, border security, international relationship expansion and activating trade diplomacy, that all ends in economy activation, development and security for the province and the country. Achieving this goal requires authorities endeavour to actualize the province capacities and the first step is to change views and consider borders as chance and not threat. It has to be noticed that for each country borders are opportunities that can bring change. This research mainly questions about the capacities of having common border with Afghanistan and that, how we can apply these capacities to fulfil resistive economy? The research hypothesises that if we consider border as an opportunity then it can operate in different ways for the benefit of this province. The most important ones are border inhabitants’ empowerment, increasing mutual relationships and fulfilling resistive economy. This research using analytical- interpretive method tries to first identify Southern Khorasan capacities and then to determine these capacities role in fulfilling resistive economy focusing on having common border with Afghanistan and finally, approaches to optimizing these capacities have been presented.
