Southern Khorasan as a province locating exactly in the east of Iran, with 95388 km2, is a neighbour of occupied country of Afghanistan. Recent years drought in this province resulted in the immigration from rural areas to urban ones such as Birjand. Evacuating of villages especially in the borders makes security vacuum and intensified outlaws entrance to the country. In this study a 21170.5 km2 area, a region between Birjand, Nehbandan to Khusf, has been investigated considering it’s water resources transmittal, road conditions, population centres related to police deployment. Results show that water resources influence population distribution and police deployment and these issues are completely under the influence of road’s condition which in turn affected by the geomorphologic condition of the area. It has been also clarified that, existence of population centres significantly affect on the regions’ security.
