Positioning Disaster Management Bases in Earthquakes Via AHP Model in GIS Emphasizing Physical Factors: Case Study of Birjand City

Pre-crisis planning is one the most important issues confronting civil managers. It is necessary for civil mangers to continue their efforts to be empowered in order to minimize the effect of civil crisis. In the recent years, establishment of crisis management basis has been the agenda of crisis management organization. One of the most important issues which needs to be emphasized is recognizing proper location for such establishment, being geographically suitable for this application. The location should be safe while the crisis strikes. By offering a proper pattern, this study seeks to optimize locating crisis management station while earthquakes happens emphasizing on physical factors. The research methods was descriptive- analytical. The first phase stresses on the factors which are effective in station locating. Then, via Arc GIS software. analytical hierarchy process (AHP), following to data collection, developing map of information layer distance, classifying and internal valuation of layers and ultimately, whitening and covering evaluated layers, Birjand’s lands have been prioritized to establish crisis management station. The necessary information has been collected via field observation and studying Birjand comprehensive plans. Finally, the investigated lands have been classified to 5 different classes: very good, good, average, poor, very poor. The results are presented in a map. Following to adjusting the map with the real lands, the good and very good lands have been chosen to be proper for establishing crisis management station if earthquake strikes.
