Development and Security in Southern Khorasan, a View of Challemging Zones

Secuity is a deductive issue with a fix concept but flexible geopolitical one depended on time and place. Inequity in development of political environment of a country can pave the way for generating effective variables on national secuirity elemnts and crtitical areas’ development. Since center-surronding sturcture in countirs with concontrated political system can be obserevde more, challenge arousing can also is more probable there. It means that the concept of development has a closer reltionship with the center- surrounding sturcture of developing countries. Slower growth of the surrounding rather than the centre, in national or regional level, can be blamed and also this structre generates criticak regions in geographical atmosphere of these countries. In Iran, like other developing countries, there is gap between the develponment of surroundings and the main core of country. In this situation, sourrounding areas become a potential threat of insecuitry. In southern Khorasan which is the topic of the present study, two distictive levels are observable. One is the distiction between this region and the main body of the country, and the other is the development gap inside the province. So, these two gap provoke insecuirity. By considering the relationship between development and secuirty potential in geographical environments, this stdy analyses the gaps in southern Khorasan and the body of the country from one hand and on the other hand, it also investigates them inside the province itself. The research methodology is analtical-desdriptive. Formal organizations, such as Iran statistical center have been asked to help with the formal statistcs of 1385. Data were applied in GIS environment and they have been analysed in the frame of developmet plans. Theoretical framework of the study has been determined by using library resources.
