The Challenges of Personnel's Innovation and Creativity

The educational centers of military and security organs need creative and innovative personnel in order to promoting quality and quantity of their services, and improving the effectiveness and efficacy and too, reducing costs. In this direction, we fulfilled this research by purpose to assignment challenges and effective obstructions on personnel’s innovation and creativity with applying accidental sample method by gathering 150 people. We gathered the information’s with applying questionnaire and we accredited with likert five option. The validity of the questionnaire justified with contentive method and the comments of professors and experts, and its durability confirmed by accomplishing pre-exam and post exam method with 10 people of the community and then in validated with solidarity index (0.9). From the viewpoint of respondent, individual, organizational, environmental and collective challenges in order to priority, have most affected on the creation of personnel’s innovation and creativity in the military university.
