Index determination of Police University's Organizational Excellence Based on the Fundamental Concepts in EFQM Model

Background and As the only center of police higher education, providing the required arrangements and implementations of excellence based on EFQM, Police University is the pioneer in the reformations, particularly in the qualitative management of scientific and research centers for comprehensive development in law enforcement. The European organizational excellence Model (EFQM), which is used by Police University, is based on eight fundamental concepts that composed the dimensions of the pattern in this study. The index determination of the mentioned dimensions is based on the local features and characteristics of Police University. the research is of an implicational type and survey method that was conducted using Delphi method (interviewing the experts) with seven-scaled Likert questionnaire in the sample population of 40 faculty members in two stages.Findings and the results indicated that the components and dimensions of this model were confirmed in both stages of Delphi testing. 36 out of 63 indicators of the first phase were within the acceptable range and by adding five indicators, based on the experts’ viewpoints, the second phase questionnaire was conducted having 44 indicators; it was corrected in 4 indicators. Practical application of the research to improve the quality of education in the EFQM organizational excellence model and conducting some complementary research on the model of university leadership and its indicators, which are very important, have been proposed as the research suggestions. the indicators whose average weight is high have stronger measurability and they are more compatible with local features and characteristics of Police University.
