Identifying technical, financial and managerial barriers to the implementation of electronic learning in governmental organizations in Semnan province

The goal of this research is to identify technical, financial and managerial barriers to the implementation of electronic learning in governmental organizations in Semnan province. After doing a vast investigation in the literature review and categorizing them into these three categories, a Likert scale questionnaire that’s reliability was confirmed by Chronbach’s Alpha, was distributed among employees of twelve governmental organizations in Semnan. Gathered data were analyzed by using factor analysis. Loading factors confirmed all of the extracted data with this sequence of importance: managerial barriers, financial barriers, technical barriers. So we recommend to future researchers to use this research as a base for efficiently implement electronic learning in their organization.
