Qualitative Analysis of Participation by Triangulation (Case of Study: Mashhad City Municipality s participation with NGOs)

The aim of this study is to identify underlying factors in active participation of NGOs. Based on this aim¡ researchers have studied the status of participation between NGOs and municipality in the field of cultural and social programs. Studies show that there are a lot of obstacles to participation between municipality and such organizations¡ the study of which is very important. The present study is a qualitative research. The population of study is the NGOs which have cooperated with municipality at least once. The results of this study indicate numerous cases that affect participation in a way. The researchers have designed two models from obtained categories. One of the models is based on social problems analysis in Budon theory¡ and the second one is based on foundational theory which consists of 6 variables (background condition¡ causal condition¡ intermediate condition¡ phenomenon¡ contrasting procedures and consequences). The final result is that providing the type of interaction between municipality and NGOs is of maximum mutual participation¡ the both parties will have full satisfaction. But as results show¡ unfortunately the type of participation between these two organizations at the present time is kind of motto participation which is very strong in appearance and language¡ but in action participation principles are not observed because of multiple reasons which are mentioned in this research.
