Hassan Esfandiyari, with the appellation “Mohtasham al-saltane”, is one of the outstanding men of the Qajar and Pahlavi epoch. The life and thoughts of this great virtuous man, as minister and member of parliament, in various legislatures such as VIII,IX,X,XI,XII,XIII and his role as head of the National Parliament in the legislatures X and XIII must be studied in detail. Unfortunately, today there are few documents about him and his name is left in the hands of oblivion. Nevertheless by his works at least we can analyze partially his thoughts. The author of this article, after discussing briefly the life of the famous politician, tries to provide an annotated bibliography and also analyze the thoughts of Mohtashamm al-saltane.
