Design a model of performance management at the state level

It is important to have a monitoring and assessment system of performance management which can assess the government's enormous programs with a systematic approach in all levels and present necessary feedbacks to pave the way to achieve goals and determined programs. Thus, the aim of this paper is to design a comprehensive model of performance management at the state level and executive agencies. In this study, a mixed of research methods have been used, so that, at the first stage, related approaches and models of performance management are studied and extracted contents of scientific literature were coded in the form of three levels, "strategic", "Corporate" and "employees" using qualitative content analysis. At the second stage, the 27 reckoned variables were organized in the form of questionnaires that were distributed among a sample of 132 people who were selected among 210 persons of the country planning system using Morgan table. Collected data was analyzed by LISREL software. The results indicated that all 27 reckoned variables in the form of the above-mentioned levels, are confirmed as variables that must be considered in designing performance management model. Also, according to the absolute value of the t-statistic for all relationships between variables that are greater than the critical value of 1.96 and that all factor loadings in standard mode are greater than 0.5, none of the relationships have been rejected and all variables and relationships were confirmed and the research pilot model was approved
