Evaluation of the General Policies of Article 44 in Industry, Mines and Trade Fields

Abstract:
Article 44 of the constitution has based the economic system of the Islamic Republic of Iran on three sectors: public, private and Cooperatives. The implementation of policies must be monitored according to the objectives of each sector. Policy evaluation is a process in which we determine what tools it has used and what objectives it has been trying to achieve. Having reviewed the concepts and models of policy evaluation, this descriptive research has come up with a model in order to achieve the objectives of the policies of article 44 in the fields of Industry, Mines and Trade. A researcher-made questionnaire was distributed among 129 members of the headquarters of Industry, Mines and Trade Ministry. The results of the data analysis indicate that the Ministry has been weak in achieving general public impacts such as accelerating growth of national economy and expansion of public ownership, social impacts such as change in employment rate and labor mobility, and economic impacts such as creation of large economic networks and chains and development of stock market activities.
