This study aimed to compare the Imam Khomeini's foreign policy doctrine with theoretical approach derived from normative and critical theory of international relations. comparative study in field of methodological, epistemological and ontological principles of any of these theories, leading to the formation of a conceptual framework towards study of foreign policy, which named here, "critical normative approach" and accordingly it make possible to analyze and understand foreign policy doctrine of Imam Khomeini (RA).
Findings of this study suggest that despite the differences in theoretical foundations, both of these approaches are common in the pathological and prescriptive dimensions; both approaches regard the existing international system as unjust, under the influence of the will of the hegemonic powers, and this Emphasizes the necessity of human liberation from the constraints of the structures of the domination system, as well as the redefinition and redevelopment of its concepts and structures, and are seeking to stablish a just and normative international system; however, the main difference between Imam Khomeini's foreign policy thinking is rely on his emphasis on divine dimension of all Creation, as well as having a foundational and religious approach to its phenomena
