Studying Institutional Priorities for Removing Key Barriers to Participation in Economic Jihad
One of the most significant issues in the country is the weakness of economic efficiency. To address this issue, policies and instruments are directed towards making the economy more efficient. The common aspect of these orientations is the participation of the public sector and the people in the economic arena. According to the well-known theory of the "Kingdon Triple Currents", the current time is vital for a meaningful leap to take advantage of public capacity and the ability of the people in the economy. People's participation in the economic jihad has had its certain barriers and problems and requires specific mechanisms. Using elite comments, common obstacles between these two domains have been explained in 12 cases. Due to the various restrictions of the governing bodies, it is unlikely that all barriers be addressed and resolved in the short term. For this purpose, these barriers are provided to the relevant elite in the form of a questionnaire to measure the importance of each obstacle and the performance status of the governing bodies in that regard. Using the importance-performance matrix in the importance-performance model, the most important barriers to economic participation have been explained and the importance-performance status is specified in each case. Finally, suggestions are provided for removing barriers based on the three elements of institutional model.
