Study on the Role of Strategic Management Tools in Strategic Humans Resource Planning

Human resources are considered as the most important strategic sources of organizations, and thus the strategic planning is particularly essential to attract and retain capable and professional employees in organizations. In this regard, this study aims to utilize the strategic management tools for human resources planning . Statistical population of this research consists of all managers and employees in Social Security Organization; and the sample size is obtained equal to 72 according to Cochran formula. The researcher-made questionnaire consisting of 42 items is used to collect data based on the five-point Likert scale. The applied strategic management tools include the internal and external factor evaluation matrixes, SWOT analysis, and Quantitative Strategic Planning Matrix (QSPM). According to results, there is weakness (2.38) according to internal factor evaluation matrix, and opportunity (2.61) based on external factor evaluation matrix in human resources management of organization.The most important strategies of human resources planning include the aggressive strategies for scientific and systematic selection and assessment of educated forces, and increase in recruiting expert and professional forces as well as the defensive strategies for systematic system of appointment and succession planning based on the merit.
