Presenting analytical framework for city-wide slum upgrading (CWSU) and its implications for Iran, law and regulation for its implementation

Informal settlements are prominent forms of poverty, inequality and exclusion in cities. One of the solutions to improve living conditions of these residents, is upgrading. The newest approaches in this area, is city-wide slum upgrading (CWSU). The research method is descriptive – analytical. The aim of this study is providing an analytical framework for the application of the approach in the management and planning of cities. CWSU approach have three basic infrastructure, including street, participation and the spatial dimension. Also, CWSU has the advantages of scale, synergy, comprehensiveness and responsiveness. The main objective of this approach is integrating economic, social, legal and physical all informal settlements in urban planning and management system. One of the most important strategies of CWSU is street – led strategy. This strategy comprises five main areas of management and urban planning, urban economics, basic infrastructure, security of tenure (land and housing), governance, legislation and participation, and rights-based approach which is also based on these five areas provide the analytical framework of this study. Finally, the legal requirements of this approach for informal settlements upgrading is presented.
