Investigation and Ranking of Barriers to the Active Participation of Iran in International Organizations with an Emphasis on the Role of Human Resources Training Using TOPSIS Technique

Abstract:
This article uses a descriptive-survey approach to identify and rank barriers to the active participation of Iran in international organizations and institutions, with an emphasis on human resource training and providing strategies for coping with it. The statistical population of the research includes all professors and leading researchers and executives in the field of international organizations, of whom 25 persons were selected by available sampling method. Data gathering tool was a researcher-made questionnaire containing 7 main obstacles and 20 items in total. Using the research background and expert's opinions in preparing the questionnaire serves to confirm its content validity. The reliability of the questionnaire was assessed by Cronbach's alpha coefficient which was 0.93. It is estimated that this indicates a high reliability of the questionnaire. Then, through the TOPSIS technique, the barriers were ranked. The results of the study showed that among the seven main obstacles identified in the path of active participation of Iran in international organizations and institutions, "the lack of attention to the training of specialist and committed human resources" with the index of 0.5810 from the point of view of the experts and managers participating in the research rank the first. "Weakness in individual abilities" with 0.5682 and "pressure and threats of domination" index with 0.5062 were introduced as second and third obstacles respectively. The results of the status quo analysis showed that, unfortunately, Iran had not been able to compete with other developing countries in promoting active participation in international organizations. For this purpose, it is necessary to educate them based on a comprehensive plan that does not merely aim at short-term and long-term goals.
