A Design for a Desirable Model of Police Morality in Facing Social Crisis (Streets crowed/Riots)

Ethical values and criteria have long been a source of concern for the policing organizations. Nevertheless when it comes to manag social crisis, less attention is being paid to ethical issues due to the critical situations and urgent need to maintain order in the community. Therefore, the purpose of this study is to propose a perfect model of morality when managing social crises by police. this is a descriptive and analytic study. The statistical population includes three groups of people composed of the scientific elites in Iran’s police, line staff, and also some parts of the community. The research process starts with obtaining the preliminary model of morality in policing in times of managing and controlling social crises by an explorative application of the Delphi method. Then, the obtained model was evaluated quantitatively (using survey) to test the preliminary model from the viewpoint of line staff and people. a working model of morality in policing in times of managing and controlling social crises has two parts: basic values and norms; each one having six components. The scientific elites of Iran’s police approved the importance of all the components. The effect of these components on efficient management of crises from ethical perspective was validated with the data collected from the questionnaire distributed among Iran’s police staff and people and using structural equation modeling. morality in policing at times of social crises like demonstrations and riots refers to a set of basic values that are recognized as the fundamental values. These values are considered morality vision of police; and on the route to success, these values should be the basic premise of policing organizations. Besides, police needs to consider measures known as the norms and take into account the three steps of crisis management including before, during and after the crisis to efficiently manage and control demonstrations and riots.
