Conceptual and Typological Analysis of Work Culture; a Glance on its Functions in the Educational System

Work culture is a set of values and beliefs of a work group which can differ from an organization to the other. This article aims to explore the conceptual, functional and typological aspects of work culture with a non-systematic secondary review method and to explore relationship between work culture and the quality of educational system. Our main questions are: What is work culture? What aspects and indices we can adopt from literature to study the different typologies of work culture? What can be the indices of work culture in educational system? Our findings show that, from a functional point of view, work culture has an important effect and it can be considered a crucial source in training and improving human capital. It can facilitate solving external problems and help in organizing and cohering internal organizational activities. Work culture can affect work behavior and help in increasing loyalty and commitment of employees to the organization. Based on our findings, the different typologies of work culture have different functions in educational system. Schools with lower work culture present the higher rates of unemployment, crime, diseases and social alienation. Paying not enough attention to work culture in educational system can lead to failure in educational projects, higher social and economic costs like unemployment, lower job opportunities, higher rates of crime and civil distrust and also increasing the tax expenses as well as health care and public expenditure for low income families.
