The Role Of Transnational Citizenship In The Rule Of Local Governments(Case study; France and Iran)

Transnational citizenship in its new concept is seeking maximum citizens' satisfaction. Hence, this model belongs to democratic systems, which include citizen participation and urban accountability management as their main components. Examining the role of transnational citizenship on the rule of local governments, the attention to the transformation of this concept, the conceptualization of local governments and its components, the relationship between these states and the central government, the conception of transnational citizenship and its main components, and its difference with customerism. The arguments are based on the influence of transnational citizenship on the rule of local governments through theoretical and sociological examination of the transnational citizenship model in France and Iran. The findings of this study indicate that, firstly, citizen participation is a guarantee for the survival of local governments. Second, metamorphosis in the concept of sovereignty results in the efforts of local governments to engage more citizens in order to enhance and strengthen their sovereignty. And ultimately, transnational citizenship can lead to the strengthening of local sovereignty.
