Important reason for expanding of the knowledge and dynamism of thought and rationalism. That have been supported and sustained by the samanids governors, the peace and fluency are Indicative of the liberty of conciense at this time that led to creation of the culture culture. This research has been done with aim of the sociological analysis of the social, cultural, Political, religious situation through the historical method. In relation with the inflorescence of samanids, it has necessary point the policies and approach that have been a major factor of this inflorescence. the qualitative and qualitative results of this survey have been shown that the economic policies ,corporative policies ,social crustificatuions developmental and architectural policies, religious policies, cultural policies scientific policies scientific policies , social policies ,security policies, and statecraft of the samanids have been the main reasons of the inflorescence for this civilization.
