Determining amount of success in equitable policies by determination of level of development of urban regions based on sustainable development indexes. (Mashhad case study)

Gaining access to urban sustainable development, especially taking the side of social justice, has become one of the most concerns of managers in recent decades. It has been claimed that this approach has been come into account practically and it has had desirable results. The survey aims to examine this hypothesis on Mashhad. Based on this plan, conditions and amount of access to sustainable development criterion among thirteen regions of the city have been researched. This survey uses descriptive and analytic methods of research and to analysis and demonstration of findings, available functions of GIS software and technic of TOPSIS have been utilized. In this stage of research, due to various limitations, those indexes that have more ability of being quantifiable, have been widely used. Findings indicate that 1, 9, 10, 11, 12 regions, have the most degree of development; regions of 7, 8 and Samen are relatively developed, and regions of 2,3,4,5 and 6 are deprived. According to these findings, amount of access to sustainable development in Mashhad was not in relation with activities and measures that have been done in this case; or, at least method of practice toward urban regions development was in the way that rich groups had mostly taken the advantage of the policies. Because, developed regions by rich neighberhood, regions with middle development by middle class areas and regions with low degree of development by poor areas and slums are in contrast. Asa result, shifting among approaches and implementation methods in Mashhad is necessary.
