Strategic Transportation Strategic Planning in Urban Centers

A sustainable transport system can be a community development center; if not properly designed and designed, it can lead to a network of services that ignores changing and up-to-date needs, exacerbates the poor, hurts the environment and goes beyond public finance. Experience has shown that achieving a sustainable transport system involves the use of a combination of policies and strategies that limit the use of vehicles within the city and focus on sustainable modes of transport, such as walking, cycling and public transportation. In this regard, the present study also seeks to propose strategies that can bring the transport system of Tehran's 12 metropolitan areas closer to the boundaries of sustainable development. The research method is descriptive-analytical-field by using the questionnaire, observation and interviewing tool. The statistical population of this study was the residents of the 12th metropolitan area of ​​Tehran, whose number was 240909 in the 2016 census. To estimate the sample size, the Charles Cochran formula is used. In order to achieve the existing status of transport indicators in area 12, the general questionnaire and the collection of information from documents, especially the annual traffic and traffic statistics of Tehran metropolis, were used. After recognizing the status quo, the strategic planning process was conducted using the SWOT model. Eventually, after analyzing the steps, it was determined that the strategic position of the transportation system in area 12 was an overhaul or adaptive position. Therefore, the strategies related to this situation were prioritized and ranked using the quantitative planning matrix (QSPM). The first overall strategy for sustainability of the 12th district transportation system is the combination of incentives for the use of sustainable transport practices and a combination of constraints for car users to reduce vehicle use.
