The nature of the laws of the development program in the legal system of Iran

The system of development planning is a mixture of concepts of development, planning and regulation, which eventually emerges in the form of a single legal nature. Among the uncertainties of the legal system of the laws of the development plan in Iran is whether these laws have an independent nature of the ordinary laws of the Islamic Consultative Assembly or not? One of the effects of the independent nature of these laws is that only statements made in accordance with this nature are legislated and, moreover, prevented in the event of a violation of it by anticipating a control mechanism such as that for non-budgetary rulings. Enter these into the legal system. Some, the laws of the development program, have the same legal nature as other laws, and some consider it a kind of policy. In this paper, it has been proved by a descriptive-analytical method that these laws have intersubjective nature, since both the law and politics, on the one hand, have many features of the law, and on the other hand, they have the policy features In addition to them, they also have unique features. The rules of the program are legalized as quantitative and measurable policies that are incorporated in the law, hence the term "program nature". Due to the nature of the program's rules, planning is in line with the upstream documents and avoiding the interference and conflict of laws in other permanent rules.
