Evaluating Development level of Sistan and Baluchistan Counties in Terms of Social Welfare Services

Due to Sistan and Baluchistan’s remoteness and boundary areas, it is among the most deprived provinces of the country in the most developmental indicators. Because of its vastity and dispersion of counties, the resources and facilities required for development are not distributed equally and equitably. This study aimed to assess the social welfare development level of counties of Sistan and Baluchistan province. The required information of the study was obtained from Statistical Yearbook of 2014. In order to determine the development level of the counties, the data were collected from Imam Khomeini Relief Foundation, State Welfare Orgnaization of Iran and Social Security Orgnaizition. This study’s research method is descriptive - analytical and models which have been used for ranking of the counties were Morris and TOPSIS techniques. The results of the study showed that according to Morris index, counties of Zahedan, Zabol, Nikshahr and Iranshahr are the most developed counties and Fanuj, Qasr-e Qand, Mehristan and Mirjaveh are the most deprived counties in the province. According to the TOPSIS technique, it was also found that Zahedan, Iranshahr, Nik Shahr and Zabol are the most developed counties and Mirjaveh, Qasr-e Qand, Fanuj and Mehristan are the most deprived counties in terms of social welfare services.
