Designing a proactive Organization Model in Iran’s Governmental Organizations
The weaknesses in the proactivity of Iranian governmental organizations have led the researcher to present a model for proactive organizations in Iranian governmental agencies. The research method is a descriptive survey, with the applied objective. By reviewing the theoretical basics and literature, and interviewing with the experts, a conceptual model has been designed for the research that demonstrates the desired state of proactivity in the Provincial Government, agriculture jihad organization, property office, Department of Culture and Islamic Guidance; including four dimensions of human relations, open system, rational goals and internal process, and six components of mindfulness, learning, stakeholder interest (government referees), resilience, inter-organizational communication, monitoring and scrutiny, which are repeated in all four dimensions.
Accordingly, a questionnaire was designed and after collecting questionnaires at the Fars provincial governorate, Fars Department of Culture and Islamic Guidance, Fars Agricultural Jihad Organization, Fars General Department of Economics and Finance, data were analyzed. For each organization, the numbers obtained for dimensions were entered into the MATLAB software and have been analyzed with deduction fuzzy control method. The results showed that, the Agricultural Jihad Organization of Fars province is ranked first regarding proactivity in 1397 And the other three organizations were in second place, then the analytical model (current state of the proactivity) with the conceptual model (desired status of proactivity) is compared for each organization and suggestions are made to fill the gap between the current situation with the desired one for each dimension.
