Abstract:

The purpose of this study is to investigate the rationality of public policy making in education. Because policy making in education has been successful in some areas, other fields are in crisis. Of all the types of management, management over education organizations is of particular importance and has a strategic role. Because all the goals and factors of these organizations are human. If other community organizations fail in fulfilling their mission and goals, The results are directly attributable to the group or organization they are dealing with. But if the education agency and its managers are ignorant of the nature of the work, their work will be addressed to society in ethical, social and economic terms, and Will have a significant impact on the growth and development of the community or its decline and decline. Is and must be familiar with the essential goals and tasks and management skills required, especially in building human relationships. In 2002, the Higher Education Council adopted a decree appointing school principals by teachers or teachers of each school.
