Conceptual model of comprehensive evaluation of public system performance according balanced measuring measuring approach

Abstract:
The evaluation, significance and importance of each of organizational strategies have a great impact on strategic decision-making, source allotment and developmental plans of an organization. Here, inspite of several techniques and models to evaluate the performance of the organization, the critical issue in utilizing the current methods is that which one provides the users with the closest and real estimation. Organizations experiences in late 20th century indicated that the traditional methods of control based on one source cannot fulfill the complex and variable needs of current organizational environment. According to modern methods controlling organizational performance, two general approaches were suggested based on time and performance. Here, a balanced measuring method is one of the modern methods for controlling organizational performance which translates the organizational strategies into administrative approaches through a balanced approach toward different dimensions of organizations.
There has been a great attempt to attain a comprehensive and scientific conceptual model to evaluate the performance of the organization. Hence, after reviewing the evolution of measurement indices of performance in the 20th century and current perspectives on performance management of organizations, the balanced measuring approach and its changes, evolution and different generations were discussed. Here, the balanced score card will fulfill a task in each of the triple-stage of model.
