Consistent with variables of the current study, the population included Expert Staff i.e. Generals having organizational positions in police. The sampling method opted in this study was simple random sampling. The population consisted of 130 people; 90 questionnaires were distributed and finally 78 questionnaires were completed, returned and then analyzed. In order to verify the validity and reliability of the study confirmatory factor analysis (CFA) and Cronbach’s alpha were used and the instrument was a questionnaire. To test the hypotheses, structural equation modeling (SEM) was used. The results showed that with a 95% level of significance dynamic empowerment and all of its aspects (identifying opportunities, innovation and re-formation) are effective in the growth and development of managers. The results also showed that, with a 95% level of significance, all cases were confirmed in NAJA.
