The Role of Security in Affordability and Necessity of Performing the Hajj
The present study investigates the role of security in the fulfillment of the affordability and necessity of the Hajj. Although all scholars consider security or lack of any barrios and threats as a prerequisite for the necessity of performing the Hajj, different interpretations of this condition have been emerged, so that the fulfillment of this condition is, in some theoretical instances, based on fulfillment of the affordability condition; while, according to other theories, it is obligatory to provide the necessary prerequisite. It seems that some ambiguities as whether the condition is based on Sharia or is rational, whether the fulfillment of this conditions is practical or potential, whether or not there is a prohibition on it, and so on lead to differences in interpretations. However it can be said that, in the Sharia documents, regarding the interpretation and explanation of affordability, this condition is considered to be on the basis of Sharia and is practical. Therefore, the pilgrim is obligatory to perform the duty when the route is free of all dangers and impediments, ensuring his security would be fulfilled. In this case, the fulfillment of this condition in the form of seeking a companionship or repelling the enemy in any way is for the fulfillment of the condition and is not obligatory. And if the Saudi government demands the pilgrims the cost of providing security, they are not obliged to pay for, but the Islamic ruler can pay it through Bayt al-Māl to meet the Muslims’ needs.
