Identify the obstacles of investment with emphasis on assigning of government land (Case study: solar and small scale power plants in Kerman province)
Improving the business environment in each country by providing competitive conditions and appropriate context for effective entry of the private sector plays a crucial role in enhancing the investment, production and employment. Therefore, all countries are working hard to create a proper business environment and are constantly planning to implement reforms. One of the key factors that has challenged the process of starting a business in our country is obtaining legal licenses. The licensing of assigning government land for investment plans is one of the most important and time-consuming of these licenses. The purpose of this study is to carefully examine the legal procedure of assigning government land to investment plans and answer to this question why the procedure is so long and time-consuming. For this purpose, after explaining the legal bases of the assignment of government land and its legal procedure, 19 cases of land assignment on lease for solar and small scale power plants projects were surveyed and the average time of each step was measured. The results show that there are two main problems with the legal procedure of government land assignment, which emphasize an inefficient administrative system: a. legal inquiries from different governmental organizations, which takes an average of one month; b. the existence of numerous specialized committees, which are held sequentially and at irregular, long intervals. At the end, there are also executive suggestions.
