Designing an Effective Human Resource Management Model Based on Bureaucratic Organizational Culture in Iranian Public Sector
Effectiveness is one of the most important issues of concern for all managers of public sector organizations and there is a general disagreement on the characteristics of effective organizations, their differentiation in terms of specific goals and missions and their different cultures. This study aims to tailor human resource management based on bureaucratic organizational culture to improve the effectiveness of organizational performance. In this research, quantitative and qualitative methods are used for data collection, and questionnaire and interview tools are used for data collection. The target population is academic experts with human resources management expertise and policy makers in the field of human resource management in the administrative system of the country. In the first stage, the number of 50 experts of administrative and recruitment of the country has been selected. Fuzzy Delphi technique algorithm was used to analyze the quantitative data from the questionnaire and the content analysis technique was used to analyze the qualitative data from the interview. Finally, it can be concluded that in spite of the existing legislation in the public sector regarding the implementation of paternal strategy in bureaucratic organizational culture in indicators of coordination and cohesion, organizational agreement and attention to fundamental organizational values should be formulated and adopted in order to be more appropriate. This type of culture achieved the effectiveness of human resource management and ultimately organizational effectiveness.
