Assessing Knowledge Management (KM) Maturity by Using Asian Productivity Organization Model (case study: Municipality of Tehran)

The purpose of the study is to assess the level of maturity and the Tehran Municipality’s readiness for the establishment of knowledge management and also to evaluate the status of knowledge cycle processes based on the Asian Productivity Model. This study is an applied research and its methodology is a survey. For data collection, the standard questionnaire of Asian Productivity Organization and supplementary questions were used. Its reliability was confirmed by the Cronbach's alpha questionnaire using SPSS 23 software and with the alpha coefficient of 0.95. The statistical population consisted of 250 expert managers and staff in the field of the human resources organization. The sample size was 150 people using the Cochran formula. The results show that the Tehran Municipality with 99.51 points is in the second of the five-level of knowledge management maturity. After learning about the benefits of KM on improving business processes and productivity, the organization has gathered information and realized its importance. Also, the results of ranking Criteria groups showed that the highest and lowest scores belong to the "Information Technology" and "Knowledge Process" criteria, respectively. Focusing on sub-processes of knowledge cycle such as applying, maintaining, sharing and knowledge creation indicated that the organization should implement strategies such as creating a specific structure for knowledge management leadership (protection and support knowledge management processes and developing culture of sharing and application knowledge) by forming expert associations, developing of project knowledge management, streamlining tools such as documenting the experiences of experts, knowledge cafes, and so on.
