Designing a Framework for the Explanation of the Dimensions and Components of Human Resource Development in Project-Oriented Organizations (Case study; Iranian Ministry of Energy)
Organizations can ensure the development of their activities and survival in the turbulent business market by talented and competent human beings. As the main asset of organizations, human resources are supposed to grow in all aspects. Planning to develop the capabilities and competencies of employees in organizations is a basic and essential requirements for attending the current situation in the world. The purpose of this study is to provide a framework for explaining the dimensions and components of human resource development. This is a qualitative applied research whose data analysis follows thematic and narrative analytical methods. The data collection tool is a semi-structured interview containing 30 employees of project-oriented organizations who are selected by purposeful sampling method. The findings of the research and the analyses of the themes resulted in 66 basic themes, 19 organizer themes and 3 inclusive themes. Reviewing the results demonstrated three categories of individual, organizational and environmental factors, identified as the main themes, each of which was described in details. Finally, the conceptual framework of explaining the dimensions and components of human resource development was presented.
