Unemployment is one of the most complex problems that exist at present and despite the attention of officials to job creation, Iran has always faced a large number of unemployed graduates looking for work, graduates who accept huge costs and spend many years to earn specialties. In this regard, the university can provide a suitable environment by identifying and applying environmental, economic and cultural factors that facilitate the emergence of entrepreneurship. The aim of this study was to identify the dimensions and components of educational entrepreneurship development and to determine its effective and influential components from the experts’ point of view. In order to conduct this research, in addition to the documentary study, the content analysis technique with MAXQDA12 software was used to identify the factors and components. In addition, semi-structured interviews with academic experts (fields of educational management, entrepreneurship, marine science education, public administration) were conducted in 2019 in the form of open, pivotal and selective codes, and to determine the effective components using the Dematel technique. In this research, 148 open codes and 45 central codes and finally 12 main components for the development of educational entrepreneurship were identified. Then, according to the pairwise comparison decision matrix questionnaire, 20 experts in the field of educational entrepreneurship were used as a sample. Finally, the components of publications, patent certificate, research contract, organizational culture, macro management and organizational structure were recognized as affective factors. Student, curriculum, reproductive business, financial resources, faculty, and senior management were identified as influential factors. According to experts, the publishing component is one of the most influential factors in the development of educational entrepreneurship in the university system.
